If you are reading older guides that promise citizenship after five years, they are out of date. Portugal revised its nationality law in 2026.
- The law: Lei Orgânica n.º 1/2026, in force from 19 May 2026.
- The headline change: the residence period for naturalisation rose from five years to ten for most applicants, and to seven years for nationals of Portuguese-speaking (CPLP) countries or EU member states. EEA countries and Switzerland are not EU member states, so their nationals fall in the ten-year bracket.
- How time is counted: the 2026 law repealed the 2024 provision that counted time from the date the residence-permit application was submitted. The prevailing legal reading is that the qualifying period now runs only from the date the permit is issued. That reading is an interpretation of the repeal rather than settled practice, and it remains subject to implementing guidance and to legal challenge, so treat it as the planning assumption your lawyer tests, not a fixed rule.
- Why that matters here more than elsewhere: the qualifying period counts only while you hold a valid permit. Time spent waiting for AIMA to decide does not count. Because Golden Visa files have faced long processing waits, the ten years can begin well after the capital is committed, so the realistic distance from investment to a naturalisation application is longer than ten years. Ask your lawyer to model it from your expected issuance date, not from the date you invest.
- Integration: the reform strengthened requirements around Portuguese language, knowledge of the country, and a formal commitment to its democratic principles. The language requirement is set at A2 level under the Regulamento da Nacionalidade, which the Government was required to revise, so confirm the standard in force when you apply.
- Transitional rule: applications and procedures already pending on 18 May 2026 continue to be decided under the previous Nationality Law. An earlier version of the transitional rule that turned on the filing date was struck down before the law was enacted, so the test is whether your procedure was already pending, not simply when you filed. Your lawyer confirms which regime applies to you.

- Holding another nationality is generally compatible with Portuguese citizenship, but your US tax and reporting obligations continue regardless; review them with a qualified US tax adviser.
